You need:
Tortilla Chips, Walnuts, Lemon Fondant Icing (sugar) - white color , Food Dye

Heat the fondant icing slightly and mix a few blue food dye drops in, to get this light light blue color.
Take the walnuts and dip them into your icing mix than take one tortilla chips and fix the nut on it
Shake and drop some liquid red food dye over all.
